Quote Process: The quote is a firm quote that cannot be retracted. Except for plan changes directed by the City, the quote is considered lump sum. If a directed change is implemented, Contractor’s quote unit costs will be applied to the change in quantity. Any quote items noted as allowances shall be invoiced based on actual, certified effort at the quote unit prices. Further, all work is considered to be complete, and all effort necessary to deliver as such shall be considered incidental to Contractor’s quote tab. Contractor shall perform incidental work at no additional cost to the City.

Contractor Selection: The City reserves the right to select any Contractor in accordance with procurement policies. This solicitation is an intermediate procurement for competitive quotes per ORS 279C.412. The City shall award the contract to the prospective contractor whose quote will best serve the interests of the City, taking into account price as well as any other applicable factors such as, but not limited to, experience, specific expertise, availability, project understanding, contractor capacity and responsibility.
