White Lot and Police Station - Concrete Sidewalk and Walkway Repairs

City of Tualatin is accepting sealed bids (“Bids”) for the White Lot and Police Station Concrete Sidewalk and Walkway Repairs until 2:00 pm (local time), November 19, 2024, (“Bid Closing”) at City of Tualatin City Offices, 18880 SW Martinazzi Ave., Tualatin, OR 97062. Richard Contreras, Contracts & Procurement Analyst, is the person designated to receive bids. Bids will not be received after such date and time.

Bids will be publicly opened and read aloud ("Bid Opening") immediately following the bid closing deadline at the City of Tualatin City Offices.

The First-Tier Subcontractor Disclosure form will be received at the location given for the receipt of the bid until 4:00 pm (local time), November 19, 2024. Instructions for providing the First-Tier Subcontractor Disclosure and the required disclosure form are included in the Contract Documents. The disclosure form shall be submitted no later than two working hours, including lunch hours, after the Bid Closing. THE CITY WILL REJECT A BID IF THE BIDDER FAILS TO SUBMIT THE DISCLOSURE FORM WITH THIS INFORMATION BY THE STATED DEADLINE.

IDENTIFICATION OF PROJECT: Major items of work consist of replacing or repairing approximately eight-thousand, one-hundred and ten (8,110) square feet of concrete sidewalks, walkways, and curb ramps. The purpose of the replacement and repair is to ensure compliance with the Americans with Disabilities Act (ADA) standards for public accessibility for slope, cross slope, panel gap width, and raised edges. It may not be necessary to remove and replace concrete along the entirety of the affected areas; some portions may be remedied via panel grinding. Sections of the walkways have fallen out of specification due to various settling and lifting. As some of the damage has been caused by tree roots, this project will also include removal of offending trees and hedges, as required.

OPTIONAL PRE-BID CONFERENCE: An optional pre-bid conference will be held on November 4, 2024, at 9:00 AM in the parking lot of the Tualatin Police Station, located at 8650 SW Tualatin Rd, Tualatin, OR 97062. After surveying the Police Station site, attendees will proceed to the White Lot for further site review. This meeting is an opportunity for prospective bidders to familiarize themselves with the project scope and site conditions. Participation in the pre-bid conference is not mandatory but is recommended.

Contract Documents, including specifications, may be obtained and examined at the City’s bid website https://bids.tualatinoregon.gov/ by creating an account and joining the plan holders list.

CONTRACT TIME: The Contractor shall begin Work within 90 calendar days following the Notice to Proceed. Once the Contractor has commenced Work, the Contractor shall reach Substantial Completion of all work in this project by May 31, 2025, and Final Completion by June 30, 2025.

OTHER BID REQUIREMENTS: No proposal for a construction contract shall be received or considered by the City unless the firm is registered with the Construction Contractors Board or is licensed by the State Landscape Contractors Board, as applicable, as specified in OAR 137- 049-0230.

Proposals must be made upon the Proposal form bound in the Contract Documents and accompanied by a certified check or proposal bond payable to the City of Tualatin (County of Washington, State of Oregon) in an amount not less than ten percent (10%) of the total amount of the bid.

This is a federally funded contract for a public work, subject to the Davis-Bacon Act and ORS 279C.800 to 279C.870 and prevailing wages are required. Contractor must comply fully with the provisions of the Davis-Bacon Act and ORS 279C.800 through 279C.870. Contractor and subcontractors shall pay the higher of the federal Davis-Bacon Act wages or the Oregon Bureau of Labor and Industries (BOLI) wages to workers for each category of labor, as applicable. Bidders are responsible for quoting labor correctly and no adjustments will be allowed. Wage rates may be found at the following websites:

Every subcontract must contain a provision requiring payment of prevailing wage pursuant to the provisions of the Davis-Bacon Act and ORS 279C.800 through 279C.870. Contractor and all subcontractors must file or cause to be filed the certified statements with the BOLI, as provided in ORS 279C.845.

This project is subject to the requirements of the Build America, Buy America Act (BABAA), as mandated by the American Rescue Plan Act (ARPA) funding. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States in accordance with BABAA requirements. Bidders must ensure that their proposals fully comply with these provisions, as bids cannot be revised after submission to address this requirement.

The bid must indicate whether the contractor is a resident contractor, as defined in ORS 279A.120.

RIGHT OF REJECTION: The City of Tualatin reserves the right to reject any bid not in compliance with all prescribed public procedures and requirements and may reject for good cause any or all bids upon a finding that it is in the public interest to do so. Bids cannot be withdrawn within thirty days (30) after the Bid Closing.

WRITTEN ADDENDA: The City reserves the right to make changes to the Invitation to Bid and the Contract Documents by written addenda prior to the Bid Closing. Addenda shall be made available to all contractors who have joined the plan holders list on the City of Tualatin bid website, as provided in the Contract Documents.
